Looks like you already found yourself a good chart. Basic strategy is pretty solid, with a couple moves being "up to the player". The most famous of these is a 16 versus dealer 7 or higher. The decision is usually pick one and stick with it. I personally stay unless it's versus dealer Ace, and many of my friends always hit it.
Most casinos use anywhere between 4 and 8 decks in traditional blackjack. There are face down one deck blackjack tables at some casinos though.
